Budget on 9 to 14 million IDR to sell a common scooter privately in Bali — a Honda Vario or Scoopy in decent shape, the range published in 2025. The 2026 readings put a used Scoopy a notch above that, at 12 to 18 million, and a Yamaha XMAX between 35 and 45 million. Three documents set the price: the BPKB (ownership book), the STNK (registration certificate) and an up-to-date PKB road tax. A scooter that has never been transferred into its holder's name goes for 20 to 30% less.
One line worth putting in your listing: since 5 January 2025, the BBNKB transfer tax no longer applies to used vehicles. Changing the name now costs the buyer 385,000 IDR in issuance fees (STNK, plate, BPKB) plus 35,000 IDR of compulsory insurance, annual PKB aside. Where to list: Facebook Marketplace, OLX, expat WhatsApp groups and Lokalfinds (Vehicles category). And once the keys have changed hands, the step most sellers skip: have the old STNK blocked at the Samsat, or the speed camera fines (ETLE) and the tax bill keep landing in your name.
What is it actually worth? Prices seen in 2026
Nobody publishes an official price guide for two-wheelers in Bali, so the ranges below are orders of magnitude put out by local guides — cross-check them against live listings when you sell. The market moves fast, and departure ads arrive in waves: when a lot of expats sell at once, supply swells and prices sag. Listing two or three weeks before your deadline, rather than at the last minute in among the "flying Friday" ads, keeps you in control of the price.

Two anchors to set your price. Start with new: in Denpasar, a 2026 Honda PCX160 lists between 30.94 million IDR (CBS) and 40.95 million (RoadSync) on the road, 34.54 million for the ABS version. The gap between that figure and yours is your depreciation — the sum your buyer will do anyway. Then rental: a scooter rents in Bali for roughly 900,000 to 1,300,000 IDR a month (baliexploring reading, 2026). A buyer handing you 12 million is spending the equivalent of nine to thirteen months of rental, the argument that lands with expats settling in for the year.
But the number one price factor is paperwork. A scooter whose name on the STNK and BPKB has never been transferred sells for 20 to 30% less, and informed buyers stick to a blunt rule: no BPKB, no buy. Conversely, a complete file in the seller's own name, tax paid, sits at the top of the range.
Last variable: who is buying. The documented gap between the "foreigner" price and the local price runs from 5 to 20% — a Vario worth 11 million IDR to a local was advertised at 13 to 14 million to a foreigner; a 2021 Scoopy quoted at 13.5 million to a foreigner was worth 11.5 to 12 at the local price. On the way out, that mechanic works for you if your buyer is a newly landed expat, and against you across the table from a local trader who knows the going rate to the million.
Which papers do you hand over?
Three documents carry the transaction — BPKB, STNK and proof of a paid-up PKB — plus the faktur if you still have it, and the kwitansi you sign on the day. Each one is covered in our guide to the STNK, the BPKB and the annual tax; here is the checklist from the seller's side.

The STNK runs for five years (Korlantas Polri's STNK guide) and carries the annual tax due date. Check that line before you publish: arrears and penalties must be cleared before any name transfer, and it is the first thing a serious buyer will look at.
The 2026 selling point: Bali's road tax has come down
Since 5 January 2025 (Bali Perda No. 1/2024), PKB in Bali is worked out by engine size: 1.055% up to 200cc, 1.2% above that, 0.5% for public or social transport. The progressive "number of vehicles you own" scale no longer exists in the province, as tax firm DDTC sets out in its analysis.
On top of that, for the whole of 2026, comes a provincial break (Pergub No. 53/2025, detailed by detikBali on 7 July 2026): 8% off the principal up to 200cc, 9% above, plus a further 10% (5% above 200cc) for taxpayers with no arrears, from January through December. Translated for your listing: putting this scooter in a buyer's name with the tax in order has never cost so little — say so in as many words. An "opsen" surcharge, collected on behalf of the regencies, can be added to the principal, and the Samsat counter has the last word on the final figure.
When the STNK isn't in your name: the usual case
Plenty of expats ride a scooter that was never transferred, or one registered through a local nominee: without a KITAS, you cannot hold the STNK in your own name. The arrangement is documented by balivisa.co, which advises backing it with a notarised agreement.
The sale still goes ahead: hand the buyer the original BPKB, a copy of the KTP (ID card) of the registered holder and a kwitansi signed on a meterai. That is the chain of proof accepted for a future name change — the transfer documents that qualify (sale kwitansi, deed of gift, inheritance deed, auction record) are listed by the trade press (Kompas, January 2026). Do expect the 20 to 30% discount mentioned above, though. Balik nama 2026: who pays what, and how much?
The name change (balik nama) happens in person at the Samsat, with a compulsory cek fisik: a rubbing of the chassis and engine numbers, matched against the documents (Moladin, January 2026). By market convention the buyer handles it and pays for it — no rule allocates the cost, but he is the one who has to register the vehicle at his home Samsat.
The tax change many sellers still haven't caught up with: since 5 January 2025 (HKPD Law No. 1/2022), the BBNKB transfer tax only bites on the first handover of a new vehicle. On a used one it drops to zero — the traffic police confirmed it on 29 October 2025, and provincial Samsats date the measure to 5 January 2025 (official notice from Samsat Sleman). Calling the transfer "free" is still a stretch: the administrative fees (PNBP) and the compulsory insurance are very much still due.

Be wary of the January 2026 press tables still showing a motorcycle STNK at 60,000 IDR: they lean on PP 60/2016, repealed by PP 76/2020, in force since 21 January 2021. The figure to hold on to is 100,000 IDR — so 385,000 IDR of issuance fees (STNK + plate + BPKB) for a transfer within the same region, 420,000 IDR once the SWDKLLJ goes on top.
On timing, the most granular estimate (seva.id, Astra group, 2025) adds up to 7 to 30 working days: filing the case 1 to 3 days, STNK 3 to 7 days, BPKB 7 to 14 days, collection 1 to 2 days, plus 5 to 7 days if the transfer crosses provinces. Other outlets quote shorter; work on one to four weeks depending on the Samsat, and no finer than that. Good news if you have a plane to catch: this is the buyer's file, not yours. Provided the documents you hand over are complete, he can see it through long after you have gone.
Where to list to sell before your flight
The channels genuinely alive in 2026, widest reach first, fastest sale last:
- Facebook Marketplace and Facebook groups — the direct-sale channel local guides point to; maximum audience, and a lot of time lost filtering.
- OLX — the Indonesian classifieds site; mostly local buyers, negotiating at local prices.
- Expat circles — WhatsApp groups and neighbourhood communities: fast and well targeted, but capped by the size of your network.
- Informal channels — warung windows, guesthouse and coworking noticeboards.
- Trade-in — a jual beli dealer, a consignment shop or an official brand dealership: quicker, and clearly cheaper for you. This is the final-week option.
On Lokalfinds, post the listing under Vehicles, for sale. That puts you in front of exactly the audience that pays best, going by the price gap documented above: expats arriving or settling in. The listing shows in several languages, built-in messaging saves you publishing your phone number, and there is no commission on the transaction.
Whatever the channel, a scooter ad that moves fast leads with the facts: model, year, engine size (the PKB depends on it), STNK expiry date, and above all the exact status of the papers — "STNK in X's name, original BPKB in hand, kwitansi provided". Your buyers have often read up on the traps of buying a used scooter, so get ahead of them with a photo of the documents (personal details masked) and one of the odometer. One question comes up at every viewing: the licence. In practice a visitor rides for around 90 days on an international driving permit, with no national rule fixing an exact duration; a resident on a KITAS or KITAP has to take the local SIM instead — the SIM C for two wheels, theory and practical tests included. On budget, expat.com (updated 6 May 2026) puts the SIM A at 120,000 IDR, roughly 150,000 with the extras. Having the answer ready reassures the buyer who is still hesitating.
After the sale: the two steps that end your liability
Indonesian law expects the buyer to put the vehicle in his name; in practice, plenty never do. For as long as the STNK stays in yours, automatic camera fines (ETLE) and the annual tax are charged to you. bali.live puts it bluntly: the seller must at the very least notify the Samsat to stop being "responsible for taxes or accidents involving the vehicle" once it has been sold. Two separate steps, to start the moment the keys change hands, set out by the specialist guide e-samsat.id:
1. The blokir STNK, with the police (the Samsat's Regident desk): it administratively blocks the old registration.
2. The lapor jual, with the regional tax office (Bapenda/Samsat): it takes the vehicle off your tax register.
Documents to bring: your ID, proof of sale (a kwitansi on meterai, or a deed) and copies of the STNK and BPKB if you still have them. The same guide covers the power of attorney (surat kuasa) if someone else goes in your place — handy once you are on the plane.
No Bali-specific online portal is documented for either step, so plan on the counter at the Samsat where the scooter is registered. The network covers the eight kabupaten plus the city of Denpasar, with e-Samsat and the Samsat Keliling mobile units; Bapenda Bali has its head office at Jl. Tjok Agung Tresna No. 14 in Denpasar, tel. (0361) 222642. As for the national SIGNAL app, it covers neither balik nama nor blokir: it is there to register your NIK/NRKB and pay the tax (scope verified in August 2026).
One Bali-specific nuance to close on: Indonesian articles usually justify the blokir by the pajak progresif, the tax that climbs with the number of vehicles you own. In Bali that progressive scale has been gone since Perda 1/2024. The blokir and the lapor jual remain essential all the same: ETLE fines, PKB for the years that follow, liability in an accident — and the progressive scale still applies if the vehicle ends up registered in another province.
The seller's countdown to departure
- D-30: check the PKB due date on the STNK and clear any arrears. It is compulsory before any transfer, and the extra 2026 discount is reserved for files with no arrears.
- D-21: photos taken, listing live on two or three channels, price set against the ranges above.
- D-7: gather the BPKB, the STNK, the faktur if you have it, and a copy of the registered holder's ID if the name on file isn't yours.
- Handover day: kwitansi signed on meterai in duplicate (one each), keys against payment, photos of every document you hand over.
- D+1: blokir STNK and lapor jual at the Samsat. Only then, the airport.

Who pays the balik nama fees, the seller or the buyer?
Market practice puts the balik nama on the buyer: he is the one registering the vehicle at his home Samsat, paying the PNBP fees and going through the cek fisik. No rule formally allocates the cost — PP 76/2020 only sets the tariffs. The seller's job is to supply the documents and the kwitansi that make the transfer possible.
Can you sell a scooter whose STNK is not in your name?
Yes, and it is by far the most common situation among expats. Hand over the original BPKB, a copy of the ID card (KTP) of the registered holder and a kwitansi signed on a meterai: the Samsat accepts that chain of proof for a later name change. Do budget for a 20 to 30% discount compared with a file in the seller's own name.
What if the buyer never transfers the registration?
Protect yourself rather than wait on his goodwill: ask for the blokir STNK at the police Regident desk and declare the sale (lapor jual) at Bapenda/Samsat, with your ID and the kwitansi. Those two steps cut off the ETLE camera fines and the tax bill. They are done at the counter of the Samsat where the vehicle is registered — no Bali-specific online portal is documented.
How long does a balik nama take at the Samsat?
Work on one to four weeks depending on the Samsat. The detailed estimate published by seva.id in 2025 adds up to 7 to 30 working days: filing the case 1 to 3 days, STNK 3 to 7 days, BPKB 7 to 14 days, collection 1 to 2 days, plus 5 to 7 days for a transfer between provinces. It is the buyer's file: your departure changes nothing, as long as the documents you handed over are complete.
Can any of this be done online through SIGNAL?
No. SIGNAL (samsatdigital.id), the Samsat's national app, is limited to registering your NIK/NRKB and paying or validating the annual tax — scope verified in August 2026. The balik nama goes through the counter, because the vehicle needs its cek fisik. For the blokir and the lapor jual, some provinces have built their own online routes, but nothing of the sort is documented for Bali: plan on the counter of the Samsat where the vehicle is registered, or a power of attorney (surat kuasa) if you have already left.
