FAQ: Vehicles in Bali
Which licence do I need to drive in Bali?
An Indonesian licence (SIM C for a motorbike under 250 cc, SIM A for a car), or your national licence together with an International Driving Permit, which only covers the categories on your national licence: a car licence does not let you ride a scooter. Driving without a valid licence carries up to 4 months in prison or a fine of up to IDR 1,000,000 (Law 22/2009, art. 281).
Which papers must a vehicle have?
The STNK, the registration card, renewed every year with the tax, which travels with the vehicle and is shown at police checks (Law 22/2009, art. 106, para. 5); and the BPKB, the ownership book, which stays with the owner. The plate, frame number and engine number must match both documents.
Can a foreigner buy a vehicle in their own name?
Yes, with a KITAP, or a KITAS together with an SKTT, the certificate of residence issued by the regency's civil registry office (national police regulation Perpol 7/2021, art. 10, para. 6). A tourist visa or a visa on arrival is not enough.
Helmets and seat belts: what are the rules?
An SNI-approved helmet is compulsory for the rider and passenger of a two-wheeler (art. 106, para. 8), with fines of up to IDR 250,000 (art. 291). In a car, the seat belt is compulsory for the driver and front passenger (art. 106, para. 6), with the same maximum fine (art. 289).
What happens if the annual tax is not paid?
Arrears and penalties are owed by the owner when the STNK is renewed. If the STNK is not renewed within two years of its expiry, the registration can be deleted and the vehicle can no longer be re-registered (Law 22/2009, art. 74).
