Frequently asked questions
Can a foreigner buy a car in their own name in Bali?
Yes, with a stay permit: a KITAP, or a KITAS together with an SKTT, the certificate of residence issued by the regency's civil registry office (Disdukcapil). That is what national police regulation Perpol 7/2021 provides (art. 10, para. 6). A tourist visa or a visa on arrival is not enough, and a nominee arrangement does not make you the legal owner.
Which documents should I check before buying?
The STNK, the registration card, renewed every year with the tax and reissued every five years, and the BPKB, the ownership book. The plate, chassis number and engine number must be identical on both documents and on the car itself. If the BPKB is in someone else's name than the seller's, ask to meet that holder before paying.
How much does the change of owner (balik nama) cost?
Since 5 January 2025, the BBNKB transfer tax is no longer due when a used vehicle is resold: it only applies to the first registration (Law 1/2022). What remains are the fixed state fees for the new STNK, plates and new BPKB (Government Regulation 76/2020), the physical inspection and the year's tax: ask the Samsat office for the total before signing.
What happens if the annual tax has not been paid?
Arrears and penalties are settled when the STNK is renewed, so by you once you own the car. If the STNK is not renewed within two years of its expiry date, the registration can be deleted and the car can no longer be re-registered (Road Traffic Law 22/2009, art. 74). Check the validity date printed on the STNK.
Which licence do I need to drive a car in Bali?
An Indonesian SIM A, or your national licence valid for cars together with an International Driving Permit. Driving without a valid licence carries up to 4 months in prison or a fine of up to IDR 1,000,000 (Law 22/2009, art. 281). Seat belts are compulsory for the driver and the front passenger: fines reach IDR 250,000 (art. 106, para. 6, and art. 289).
