Which papers should I ask for on a used scooter?
The STNK, the registration card, and above all the BPKB, the ownership book: whoever is named in it is the legal owner. No original BPKB, no deal. The plate, frame number and engine number must be identical on both documents and on the scooter, and the STNK validity date must be current.
How much does the name change (balik nama) cost?
Since 5 January 2025, the BBNKB tax is no longer due on a used vehicle (Law 1/2022). What remains are fixed state fees: IDR 100,000 for the STNK, IDR 60,000 for the plate and IDR 225,000 for a two-wheeler's BPKB, plus the physical inspection, so roughly IDR 445,000 to 535,000 excluding the year's tax.
Can a foreigner put the scooter in their own name?
Yes, with a KITAP, or a KITAS together with an SKTT from the regency's civil registry office (national police regulation Perpol 7/2021, art. 10, para. 6). On a tourist visa, the registration stays in someone else's name: the original BPKB and a signed sales receipt (kwitansi) with a copy of the seller's ID are then your only proof.

What should I check on the scooter itself?
Start it from cold, test the brakes, tyres, lights and horn, and take a test ride. Also make sure the annual tax is paid: if the STNK is not renewed within two years of expiry, the registration can be deleted for good (Road Traffic Law 22/2009, art. 74).
