All Indonesia Arrival Card 2026: the free Bali arrival card, to fill in during the 3 days before you arrive

Mandatory in Bali since 1 September 2025, free and open 3 days before arrival, the All Indonesia arrival card replaces the customs e-CD and the SATUSEHAT Health Pass. Who has to fill it in, what each section asks, the customs allowances, and how to avoid fake sites that charge for it.

The All Indonesia Arrival Card is the online arrival declaration that every passenger coming from abroad, Indonesian or foreign, must complete to enter Indonesia, Bali included. Mandatory at Bali airport since 1 September 2025, it has been the only system in force at every airport and seaport in the country since 1 October 2025. It is free and can be filled in from 3 days before arrival, on allindonesia.imigrasi.go.id or in the official All Indonesia app. A single form brings together the immigration, customs (the former e-CD), health (the former SATUSEHAT Health Pass) and quarantine declarations, then generates a QR code to show on arrival. It is neither a visa nor Bali's LoveBali tourist levy.

Rules and on-screen wording checked on 20 October 2026 against official Indonesian and French websites, the portal included; the few points drawn from private guides or the press are flagged as such.

What is the All Indonesia Arrival Card, and since when has it been mandatory?

All Indonesia is a portal run by the Directorate General of Immigration, which sits under Indonesia's Ministry of Immigration and Correctional Affairs. Three other agencies are involved: the Directorate General of Customs and Excise (Bea Cukai, Ministry of Finance), the Ministry of Health and the Indonesian Quarantine Agency. According to the press release of 24 July 2025, the immigration, customs, health and quarantine declarations had until then been filled in separately; the same release puts the time needed at around two and a half minutes per submission ("sekitar 2,5 menit").

The rollout came in three stages, with Bali in the first group:

The press release of 1 October 2025 is explicit: "setiap penumpang yang tiba dari luar negeri diwajibkan mengisi deklarasi kedatangan melalui aplikasi ini", meaning every passenger arriving from abroad is required to complete the arrival declaration through this app. The French foreign ministry's travel advice, to take one government's guidance as an example, says the same thing on its Indonesia entry and stay page, updated on 15 September 2026: "Pour entrer en Indonésie, il est nécessaire de renseigner le formulaire électronique en ligne All Indonesia". In other words, you have to fill in the All Indonesia online form to enter the country.

During the Bali trial on 24 July 2025, "Mayoritas penumpang lebih memilih mengisi melalui ponsel": most passengers preferred their phones to the airport's computers. The portal as consulted in October 2026 carries text in seven languages, English among them, whereas the trial had noted a limited choice of languages.

e-CD in Bali, SATUSEHAT, paper forms: what does the card replace?

The customs e-CD. The official e-CD page, ecd.beacukai.go.id, now reads: "Mulai tanggal 1 September 2025, seluruh penumpang dan crew tujuan Indonesia wajib melakukan pengisian Customs Declaration melalui allindonesia.imigrasi.go.id". Put simply, from that date all passengers and crew bound for Indonesia complete their customs declaration on the All Indonesia site. If you're still searching for "e-CD Bali", the customs declaration still exists, but you fill it in inside the arrival card, with no separate e-CD. In the portal, the section keeps its regulatory name: "Customs Declaration (BC 2.2) - Passenger and Crew Baggage Declaration Form".

The SATUSEHAT Health Pass. This online health form from the Ministry of Health had been imposed on travellers from 27 August 2024 by a civil aviation circular, after the WHO declared Mpox a public health emergency of international concern, according to the daily Kontan. The official SATUSEHAT Health Pass site now reads: "Starting now, the International Health Declaration upon arrival must be completed through All Indonesia at allindonesia.imigrasi.go.id". We found no official switchover date.

The paper form. In Bali, the paper customs declaration handed out on the plane before landing had already gone in 2022, when the e-CD became universal at Ngurah Rai, according to the tax news outlet DDTCNews. The same outlet reports that a customs regulation of March 2025 still defines the paper format of the BC 2.2: no official text we consulted abolishes it everywhere.

Who has to fill in the All Indonesia arrival card?

The official rule covers every passenger arriving from abroad, with no written exception. Here is what the texts say case by case, and what they leave out.

Indonesians. Yes. The press release of 31 August 2025 is addressed to "seluruh penumpang penerbangan internasional, baik WNI maupun WNA", all international flight passengers, Indonesian citizens and foreigners alike. The portal has two separate routes and points you to the one for Indonesian citizens if an Indonesian passport is entered on the foreign-national side.

Residents with a KITAS or KITAP. No official text we consulted exempts them, and the form caters for their case: it asks "Do you already have a Visa or Stay Permit?", then for a number, labelled in the Indonesian version "Nomor Visa atau KITAS/KITAP". An expat flying back to Bali after time in Europe or a quick hop to Singapore therefore fills in the card, just like a tourist. The consultancy Emerhub, in a guide dated 1 June 2026, specifies that it has to be done again every time you return from abroad.

Children. The official texts say nothing about age. The portal works traveller by traveller: each person added to a submission has their own passport to enter. Two commercial sources go further: according to Emerhub, every traveller, children and infants included, must have their own declaration; according to the online travel agency Wego, each one receives their own QR code. Have each child's passport to hand when you fill it in.

Crew. Yes for the customs part, according to the e-CD page ("seluruh penumpang dan crew"), and the portal has a "Crew Members" category with its own allowances.

Transit passengers. No official source we consulted deals with their case. If your stopover takes you through immigration, for instance in Jakarta before a domestic flight to Bali, you are arriving from abroad at that point, which is precisely the situation the press release describes. For an international connection where you never leave the transit area, no text settles the question: ask your airline rather than a forum.

Anyone carrying animals, fish or plants must fill it in too, the press release of 31 August 2025 adds: that is where the quarantine declaration is made.

When should you fill it in, how much does it cost, and how does the QR code work?

Timing. The press release of 1 October 2025 is clear: "Aplikasi ini dapat diisi sejak tiga hari sebelum kedatangan", the app can be filled in from three days before arrival. The French foreign ministry writes "durant les 72h précédant l'arrivée", during the 72 hours before arrival, and Emerhub specifies that an earlier submission is rejected. No text spells out exactly how the window is counted (local time at departure or at arrival): the safest course is to fill in the card once your flight times are confirmed, the day before you leave or on the day itself.

Cost. Nothing. "Pengisian deklarasi kedatangan melalui All Indonesia bebas biaya", immigration wrote on 31 August 2025: filling in the declaration is free of charge. Customs repeated the point on Instagram in October 2025: "Pengisian All indonesia sepenuhnya gratis ya!"

The QR code. Once the form is sent, the portal generates an "Arrival QR Code" that you can display, retrieve or download. According to the French foreign ministry, "sa présentation sera demandée à l'arrivée en Indonésie lors du passage en douane": you will be asked to show it at customs on arrival in Indonesia. The portal shows three statuses, "Submitted", "Used" and "Expired", and warns that a card's QR code may no longer be usable, which indicates that one card covers a single arrival: each trip needs its own.

Families and groups. The portal offers an "Individual Submission" or a "Group Submission" led by a "Lead Traveller", with this limit: "The limit for group arrival applications is only 10 travellers." Beyond ten, make two submissions. On the customs side, a single declaration can cover the whole family's luggage: "You may declare the belongings of your family members under one (1) Customs Declaration document."

Accounts. You can submit without an account ("Submission of Arrival Card as Guest") or create one with an email address verified by a five-digit code; the history on screen covers the last 90 days. The terms of use forbid handing your login details to anyone else ("You may not share your account credentials with third parties"): an intermediary who asks for your password so they can take care of the card is getting you to break those rules.

How do you fill in the Indonesia arrival card, section by section?

The portal moves in steps: personal details, travel details, mode of transport and address, declarations, then a summary with the QR code. The wording quoted below comes from the English version, consulted on 20 October 2026.

Personal and travel details

Have your passport to hand (the portal asks for a photo of the identity page and can read the MRZ strip), along with your flight number, your seat number and the address where you'll be staying. The form asks for your full name, nationality, date of birth, the passport's issuing country and expiry date, your dates of arrival in and departure from Indonesia, the type of accommodation, the name, city and address of the hotel or lodging, and, where applicable, your visa or KITAS/KITAP number. The portal asks you to use the same passport as for your other immigration applications ("Please use the same passport as for other immigration service applications"): if you applied for an e-visa with one passport, don't enter a different one here.

General declaration (immigration)

Just two questions: have you ever used a passport to enter Indonesia under another name ("under different name") or under another nationality ("under different nationality/region")? For the nationalities concerned, the portal then points you to the visa on arrival: "Please apply for VOA after successfully submitting your arrival card." That visa is a separate procedure, and you pay for it.

Health declaration

This replaces the old SATUSEHAT form and is part of the country's arrival screening ("arrival screening process"). The portal asks whether you currently have any of these symptoms: fever, cough, runny nose, shortness of breath, sore throat, skin lesions or rashes, diarrhoea, vomiting, bleeding, yellowing of the skin or eyes. It also asks for your countries of departure and transit and any others visited in the 21 days before arrival; any close contact within those 21 days with someone showing symptoms of flu, Covid-19, pneumonia or Mpox, or with birds, rodents or primates; and finally whether you have been to certain countries in Africa or Latin America in the 6 days before arrival. Depending on your answers, the portal may ask you to report to the health officer ("Please report to the health officer"). This questionnaire is no substitute for medical advice: if you have symptoms, see a doctor.

Quarantine declaration

This covers animals, fish, plants and their processed products. Permitted items must come with a health or phytosanitary certificate from the country of origin; without one, they "will be confiscated and destroyed by Indonesian Quarantine officers", the portal warns, citing Article 86 of Law No. 21 of 2019 on animal, fish and plant quarantine. The section also covers bulbs, seeds, seedlings and any plant part intended for planting: a packet of seeds brought back from Europe gets declared here.

Customs declaration: allowances, cash, phones

This is the section that costs you money if you get it wrong. The opening question, "Do you carry goods that must be declared to Customs?", calls for a yes if you are carrying: non-personal goods, including merchandise; personal effects bought abroad above the allowance; alcohol or tobacco above the limits; cash or payment instruments of IDR 100 million or more; Indonesian goods declared on the way out and brought back. The portal also asks how many bags are travelling with you and asks you to flag any luggage arriving separately or delayed.

Here are the official figures from the customs Barang Penumpang (passenger goods) page and the Indonesian customs FAQ, as reproduced by the portal. The alcohol allowance applies from the age of 21, the tobacco allowance from 18.

Personal effects bought abroad (duty- and tax-free allowance)Up to USD 500 (FOB value), per person per arrivalUp to USD 50
Alcoholic drinks1 litre350 ml

Solid e-cigarette140 sticks or 40 capsules20 sticks or 5 capsules
E-cigarette liquid (open / closed system)30 ml / 12 ml15 ml / 6 ml
Cash and payment instrumentsMust be declared from IDR 100 million or the equivalentSame

A few official details make a difference to the bill. On the portion above USD 500, customs charge 10% customs duty plus VAT, and their FAQ adds an income tax levy (PPh) on top; the same FAQ specifies that each family member has their own allowance. Alcohol and tobacco above the limits are destroyed by officers, with or without the passenger present. For foreign banknotes totalling IDR 1 billion or more, Bank Indonesia authorisation is also required, according to the e-CD page. Finally, the FAQ of the Aceh regional customs office, dated but official, puts the fine for undeclared cash at 10% of the amount, capped at IDR 300 million.

Then there's your phone. The portal asks about IMEI registration for phones, handheld computers and tablets bought abroad and intended for use on Indonesian mobile networks, with this note: "IMEI registration is not required for foreign visitors staying under 90 days." The customs IMEI FAQ describes what happens next: you flag the device in All Indonesia, register it at the desk in the arrivals terminal, and the proof of registration (a QR code separate from the card's) must be shown no later than 5 days after arrival to keep the allowance. Deadlines, rates and late registration are covered in our article on IMEI registration in Indonesia.

Real portal or fake site: how do you avoid paying for a free card?

The scams arrived soon after the launch. Shortly after 1 October 2025, customs at Jakarta airport flagged a fake All Indonesia page on Instagram that was asking for personal data, DDTCNews reported on 16 October 2025. In February 2026, the Directorate General of Customs and Excise renewed the warning, according to IKPI, the Indonesian tax consultants' association: fill in the card "hanya di laman resmi Imigrasi", only on the official immigration site, because "layanan All Indonesia tidak memungut biaya", the service charges no fees; ignore any request for payment, check the site address, and don't follow links received by text message or on social media.

Spotting the real portal comes down to three checks.

The address ends in .go.id. The card's official site is allindonesia.imigrasi.go.id. The .go.id suffix is reserved for public institutions: according to the service standard published in 2025 by Indonesia's Ministry of Communication and Digital Affairs (Komdigi), these "Nama Domain Instansi Pemerintah" (government agency domain names) can only be obtained at the request of a public servant of the institution, with the institution's legal basis attached. A name imitating the card's followed by .com, .online or .org is not the portal, even with the right logo and the right colours.

Nobody should charge you for the card. If the official portal offers you a payment, it is for another service, such as the visa on arrival offered once the card has been submitted. A site that charges for the card itself is not the immigration site.

The app comes from the official stores. Immigration only mentions Google Play and the App Store. A link in a text message or an ad doesn't count.

What the card is not: neither a visa nor the LoveBali levy

The portal's summary screen says so itself: "Arrival Card is not a visa". The card declares your arrival; it gives you no right to stay. Depending on your nationality and your plans, you also need a visa exemption, a visa on arrival or a visa obtained in advance. For a longer tourist stay, our guide to the C1 visa, formerly the B211A sets out the steps, and our decoder of Indonesian visa codes explains the C1, E33G or E23 codes printed on a visa or a KITAS.

Bali adds a third step, a provincial one this time: the LoveBali tourist levy, paid on the province's own portal, whose FAQ makes no mention of All Indonesia. Exemptions and payment are covered in our article on the LoveBali tourist tax.

Arriving in Bali: QR code, checks and the unexpected

When you step off the plane, keep the QR code available offline: a screenshot or the file downloaded from the portal saves you from relying on the terminal's network. The customs page describes two channels: green, with no physical inspection, though a check is still possible; and red, where a physical inspection is possible, notably for goods above the allowances, animals, fish and plants, cash of IDR 100 million or more, and phones to be registered (IMEI).

You arrive without a card. The texts consulted mention no fine. Filling it in on landing is still provided for by the press release of 31 August 2025, but the Minister of Immigration warned on 1 October 2025 that, without a card, the check is done manually at the counter and takes longer.

Your flight changes. The portal states: "If need be, you can update the submitted information prior to the trip", and offers to edit the submitted details. Emerhub instead advises a new submission if your arrival moves to a different day, so that the dates on the QR code match. Either way, check that the date and flight number on the card are those of the flight you are actually taking.

You made a mistake. Correct it before the trip using the edit function. The portal makes travellers acknowledge that false information exposes them to penalties and may jeopardise their entry into Indonesia ("providing false information may result in penalties and may affect my entry into Indonesia").

Frequently asked questions

Is the All Indonesia Arrival Card free?

Yes. Indonesian immigration writes that filling in the arrival declaration on All Indonesia is "bebas biaya", free of charge, and customs reminded travellers in October 2025 and again in February 2026 that the service is entirely free. If the official portal offers you a payment, it is for another service, such as the visa on arrival, a separate procedure charged at IDR 500,000. A site that charges for the card itself is not the official site.

How many days before arrival can you fill in the All Indonesia Arrival Card?

From three days before arrival in Indonesia, according to the immigration press release of 1 October 2025; the French foreign ministry refers to the 72 hours before arrival. According to the consultancy Emerhub, an earlier submission is rejected. You can still fill it in on landing, but immigration recommends doing it beforehand: without a card, the manual check at the counter takes longer.

Are KITAS or KITAP holders exempt from the arrival card?

No. The official rule covers every passenger arriving from abroad, and no text consulted exempts residents. The form even has a field for the visa or KITAS/KITAP number. An expat living in Bali who comes back from a trip abroad therefore fills in a new card every time they return, health and customs declarations included.

Do you need one card per child or one for the whole family?

Each traveller is entered with their own passport, children included. One adult can make a group submission for the whole family, up to the limit of 10 travellers set by the portal; according to Wego's guide, each person then receives their own QR code, babies included. For customs, a single declaration can cover the whole family's luggage.

My flight has been rescheduled: do I need to redo my arrival card?

The official portal states that submitted information can be updated before the trip, through an edit function. The consultancy Emerhub instead advises a new submission if your arrival moves to a different day. Either way, check before boarding that the date and flight number entered match the flight you are actually taking.

Does the All Indonesia Arrival Card replace the visa or the LoveBali levy?

Neither. The portal itself states that the arrival card is not a visa: depending on your nationality, you also need an exemption, a visa on arrival at IDR 500,000 or a visa obtained in advance. The LoveBali levy, IDR 150,000 per foreign tourist, is paid separately on the Bali provincial government's portal.

Can you enter Bali without filling in the arrival card?

Not without filling it in: the card is mandatory, but the immigration press release of 31 August 2025 still allows you to do it on landing, and the texts consulted mention no fine. The Minister of Immigration did, however, warn that without a card the check is done manually at the counter, which takes longer. The simplest option remains filling it in during the three days before arrival.
