Indonesian visa codes in 2026: C1, C2, E23, E28A, E31, E33 and E33G explained

Since 9 January 2024, Indonesia has replaced B211A, C312, C317 and C319 with alphanumeric codes, then trimmed its list from 133 to 110 indexes in June 2025. What each code allows, what it costs and what it requires, with the immigration department's official fees.

Since 9 January 2024, every Indonesian visa has carried an alphanumeric code along the lines of C1 or E33G, and the list was trimmed from 133 to 110 indexes in June 2025. Seven codes cover almost every situation an expat in Bali will run into. C1: the single-entry tourist visa, 60 days extendable online up to 180 days, Rp 1,000,000, with USD 2,000 in funds to show — this is the old B211A. C2: the same length of stay for business, Rp 2,000,000, but an invitation letter from an Indonesian entity is mandatory. E23: the work KITAS, tied to an employer and an RPTKA plan, 6 months to 2 years depending on which agency you ask. E28A: the investor KITAS, reserved for anyone holding at least Rp 10 billion in shares of an Indonesian company, Rp 7,000,000 for one year or Rp 9,500,000 for two. E31: the family permits, whose validity tracks the main permit. E33: the second-home visa, 5 years in one go for Rp 13,000,000, against a USD 130,000 deposit or a USD 1,000,000 property. E33G: the remote-worker visa, 1 year for Rp 7,000,000, for anyone earning at least USD 60,000 a year from a company based outside Indonesia. Every application goes through evisa.imigrasi.go.id; immigration quotes 5 working days after payment for the C1, the C2 and the E33G.

Why did the codes change twice in eighteen months?

On 9 January 2024, the Directorate General of Immigration switched its entire nomenclature: B211A, C312, C313, C317, C319 and D212 gave way to the B, C, D and E series, on the basis of ministerial regulation Permenkumham No. 22 of 2023, as amended by No. 11 of 2024.

Eighteen months later came the second shake-up: ministerial decree No. M.IP-08.GR.01.01 of 2025 cut the classification from 133 to 110 indexes. The official press release of 13 June 2025, quoting Director General Yuldi Yusman, spells out the operation: twenty "foreign expert" work indexes (E23B to E23W) merged into a single E23, work visas going "from 31 types to just six", plus a handful of new codes — C7C (arts and culture), E28F (investors in the new capital Nusantara), E28G (branch representatives), E23U and E23V (work without a sponsoring company). The consultancy xpnd dates the entry into force to 2 June 2025; neither the press release nor detik's article of 15 June 2025 gives the day, so file it under "June 2025".

According to xpnd, permits issued under the old indexes remain valid until they expire and are renewed under the new index. The list used here is the September 2026 one; immigration publishes a page per code (imigrasi.go.id/wna/daftar-visa-indonesia/<CODE>), so check the one that applies to you.

How to read a code: the letter tells you most of it

The letter gives the family, the number the purpose, the trailing letter a variant. The families on the official list:

The thing newcomers mix up most: the visa code is not the stay permit. The visa gets you through the door; on arrival it turns into an izin tinggal (stay permit), and the official stay-permit page distinguishes three kinds: the ITK (visit), 30, 60 or 180 days depending on the visa; the ITAS (limited stay), the famous KITAS, which can be extended; and the ITAP (permanent stay), the KITAP, obtained after several years on an ITAS.

The ITK fees are published there: Rp 500,000 for 30 days, Rp 2,000,000 for 60 days, Rp 6,000,000 for 180 days, per application, processed within 3 working days at most after payment. That is the schedule applied to every extension, on top of the visa price.

Before the C1: visa exemption and visa on arrival

A scouting trip needs no advance application for eligible nationalities: visa-free entry (A series) or the B1 visa on arrival — 30 days, extendable once only up to 60 days, Rp 500,000 (about EUR 35 for the e-VOA according to a French-language guide), for tourism, family visits, meetings and trade fairs (MICE) and transit. The list of eligible countries (exemption, VOA, "calling visa") is published by immigration. Add the Love Bali tourist levy, Rp 150,000 per entry, which is separate from the visa.

C1: the 60-day tourist visa, formerly B211A

The C1, officially the Visa Kunjungan Wisata, is a single-entry tourist visit visa: 60 days from arrival, extendable online, several times, up to 180 days in total. Official fee: Rp 1,000,000 for the first 60 days, roughly EUR 54 according to a French-language guide, before agency fees. The official file on evisa.imigrasi.go.id: a passport valid for 6 months, a photo, proof of funds of at least USD 2,000 or the equivalent. Advertised processing: 5 working days after payment. No local sponsor is required, unlike the C2.

Activities allowed by the official page: tourism, cruises, meetings and exhibitions, business negotiations, site inspections (factories, offices, mines), medical activities. Off limits: working, whether for an Indonesian employer or as a freelancer.

One commercial site with no connection to immigration lists the C1 at "IDR 500,000": the official C1 page says Rp 1,000,000, and Rp 500,000 is the fee for the B1 VOA. For the differences from the B211A, see our guide to the B211A / C1 visa in Bali.

C2: the same 60 days, but an Indonesian invitation is mandatory

The C2 (Visa Kunjungan Bisnis) is the C1's "business" twin: single entry, 60 days extendable up to 180. The visa itself is valid for 90 days from the date of issue: apply too early and it expires before your flight.

The file is heavier: bank statements for the last 3 months, a passport valid for 6 months or more, and an invitation letter from an Indonesian entity, public or private. Fee recorded: Rp 2,000,000 for 60 days (Rp 1,000,000 visa, Rp 1,000,000 verification), 5 working days. Allowed: business, meetings, purchasing, negotiations, contract signing, factory visits; not allowed: any paid work. If you plan to set up and run a company, the C2 is for the scouting phase; it is no substitute for the E28A.

The D1 and D2, heirs to the D212, are for frequent flyers: valid for 1, 2 or 5 years, 60 days per entry extendable twice (the euro figures in the table are approximate, taken from a French-language guide).

E23: the work KITAS, tied to an employer and a position

The E23 opens the E series of limited-stay visas: it is the visa for employees of a company registered in Indonesia, the working KITAS, successor to the C312. As of 3 September 2026, the official /E23 page shows "Data Belum Tersedia" (data not yet available): what follows comes from private consultancies, not from immigration.

According to xpnd, the E23 comes in three validities, 6 months, 1 year or 2 years, requires an RPTKA (a foreign-manpower plan approved by the Ministry of Manpower) and stays tied to one employer and one position. Biometrics at the immigration office have been mandatory since May 2025; cumulative stay is capped at 6 consecutive years under the same sponsor; the observed lead time from RPTKA to permit is 6 to 10 weeks.

Since June 2025, the official list keeps only six work codes: E23, E23A, E23U, E23V, E23X, E23Y. No Indonesian contract? Look at the E28A or the E33G instead.

E28A: the investor KITAS, Rp 10 billion in shares

The E28A, Visa Investor, is a limited-stay visa of 1 or 2 years for investing, carrying out business-related activities and founding a company. The holder can sit as a director or commissioner, supervise production and bring the family over. Official threshold: proof of personally holding at least Rp 10,000,000,000 in shares of the sponsoring company registered with the Ministry of Investment (BKPM). Your stake, not the total capital. Official fees (PNBP, the levy collected by the state) according to the page:

Extensions are done online, by the sponsoring company. According to investorkitas.com, the official page does not tell the whole story: you must sit on the board (director or commissioner), shareholder status alone being insufficient; the PT PMA (foreign-owned company) must have existed for 6 months; USD 2,000 in personal funds must be shown; freelancing and any employment elsewhere are excluded; the KITAP becomes possible after the third renewal.

The E28A is not the golden visa: those indexes are the E28B (USD 2.5 million for 5 years or 5 million for 10 years, to set up a company) and the E28C (USD 350,000 for 5 years or USD 700,000 for 10 years, in government bonds or shares), according to the agency flado; the E28F, created in 2025, targets the new capital Nusantara. Nor does the E28A allow operational roles inside the company: xpnd mentions fines of up to Rp 500 million, deportation and blacklisting — a consultancy figure, absent from the official pages.

E31: the family KITAS, which follows the main permit

The E31 to E31J series groups the family-reunification visas, heirs to the C317. The official /E31 page also shows "Data Belum Tersedia" as of 3 September 2026: the detail of the sub-indexes comes from the consultancy xpnd (the agency Royal Visa only confirms the former "index 317" and the E31A for spouses). According to xpnd, the E31A is for the foreign spouse of an Indonesian citizen, the E31B for the spouse of a KITAS or KITAP holder, the E31E for children under 18, the E31H for the parents of the main holder.

The principle that matters, in xpnd's words: "dependent permits mirror the validity of the primary permit" — the dependant's permit follows the holder's and falls with it. If a spouse's E23 is not renewed, the dependants' permits expire at the same time.

E33, E33F, E33E: second home and retirement

The E33, Visa Rumah Kedua (second home), does without a conventional sponsor: the guarantee is provided by immigration. Initial permit of up to 5 years, total stay capped at 10 cumulative years. Official fee for 5 years: Rp 13,000,000 (visa 500,000, verification 2,000,000, ITAS 7,000,000, re-entry 3,500,000). The financial commitment is proven within 90 days of entry: a USD 130,000 deposit in an Indonesian state-owned bank, or the purchase of a property (apartment, condominium) worth USD 1,000,000; on request, statements showing at least USD 2,000 over 3 months. According to Emerhub, the deposit ("IDR 2 billion", i.e. 2 billion rupiah) stays in the holder's account and earns interest, a single deposit covers the family, the property is bought under Hak Pakai (right of use) and the KITAP comes after 3 years.

The E33F, Visa Rumah Kedua Lansia, is the classic retirement visa, successor to the C319: one year renewable, sponsor required, income of at least USD 3,000 a month according to the official page, plus 3 months of statements showing at least USD 2,000. PNBP: Rp 7,000,000 a year (500,000 + 2,000,000 + 3,000,000 + 1,500,000), extension online. The page mentions no age; consultancies and a French-language guide say 55 and over, the latter putting the first year at 11 to 14 million rupiah when going through an agent.

The E33E, Visa Rumah Kedua Lansia Untuk 5 Tahun, is the long version of the retirement visa. The official page reserves it for those aged 55 and over: a first permit of 5 years, 10 cumulative years maximum, a commitment to deposit at least USD 50,000 in a state-owned bank, income of at least USD 3,000 a month, no sponsor, Rp 13,000,000 (same breakdown as the E33), 4 working days after payment. The consultancies xpnd and flado, like the French-language guide, advertise "60 and over" under the name "Silver Hair": on the age question, follow the official page.

E33G: the remote-worker visa

The E33G, Visa Rumah Kedua Pekerja Jarak Jauh, is officially defined as residing in Indonesia to carry out assignments for a foreign company. Duration 1 year, no sponsor, in force since 1 April 2024 according to the specialist outlet IMI Daily (no dated official page found).

Official threshold: income of at least USD 60,000 a year, an employment contract with a company established outside Indonesia, 3 months of statements showing at least USD 2,000. PNBP: Rp 7,000,000 for one year (visa 500,000, category II verification 2,000,000, ITAS 3,000,000, re-entry 1,500,000), 5 working days after payment. Multiple entries; according to Emerhub, you must arrive within 90 days of issue, otherwise the visa lapses.

The prohibitions, word for word the same at two consultancies: no job with an Indonesian company, no payment received from an Indonesian entity, no selling of goods or services inside the country. A freelancer invoicing a client in Denpasar is outside the rules; details at Emerhub.

On extensions, the sources contradict each other. The official page provides for an online extension via evisa.imigrasi.go.id; Emerhub writes that the visa "does not extend" (leave, then reapply); the French-language guide talks of "one year renewable up to five times". The reference remains immigration's procedure; some consultancies, in practice, go through a fresh application.

Since December 2025, according to xpnd and a digital-nomad community site, the immediate family of an E33G holder can obtain dependant permits. And the E33G grants no tax exemption: the 183-day tax-residency threshold applies whatever the visa, with a tax number (NPWP) and an annual return to follow; Emerhub even reckons that holding a KITAS can be enough to trigger tax residency. A "nomad" visa is not a "non-tax-resident" visa.

The decoder: old code → new code

You will keep seeing "C312" or "C319" on the forums for a long time yet. No single official table was found; this one reproduces the working correspondence used by the consultancies flado, xpnd and Emerhub.

Two caveats: the C313/C314 → E28A line comes from flado and xpnd, the official page only describing the current content of the E28A; and xpnd's "E28B = second home" is contradicted by the official /E33 page (Visa Rumah Kedua) and by Emerhub. Preparing your application before you leave home

Almost everything happens before departure: the C1, the E28A, the E33 and the E33G are applied for and extended on evisa.imigrasi.go.id, with a single personal account.

The core paperwork barely varies: a passport valid for 6 months minimum, a photo, proof of funds — USD 2,000 for the C1 as for the 3-month statements of the E33, E33F and E33G. Then comes the document specific to each code: an invitation letter (C2), a foreign contract and USD 60,000 a year (E33G), Rp 10 billion in shares (E28A), USD 3,000 a month (E33F).

Two deadlines to keep in mind: 5 working days of processing after payment (C1, C2, E33G; 3 working days for an ITK extension), and a validity window before entry — 90 days from issue for the C2, 90 days to enter on an E33G according to Emerhub. So don't apply for your visa four months before your flight.

Orders of magnitude, before agency fees: Rp 1,000,000 for a 60-day C1, plus Rp 2,000,000 per 60-day ITK extension; Rp 7,000,000 for a year of E33G or E33F; Rp 13,000,000 for five years of E33. Build them into your Bali living budget and line them up with the moving-to-Bali checklist.

Last line, and the priciest: overstaying costs Rp 1,000,000 per day. Write down the expiry date of your ITK or ITAS, not that of the visa.

What is the difference between the C1 visa and the old B211A?

None in substance: the C1 is the B211A under its new code since 9 January 2024. A single-entry tourist visit visa, 60 days extendable online up to 180 days in total, official fee Rp 1,000,000. The file: a passport valid for 6 months, a photo and proof of funds of USD 2,000, with no sponsor in Indonesia.

How much does the E33G remote-worker visa cost in 2026?

The official page publishes Rp 7,000,000 for one year: visa Rp 500,000, category II verification Rp 2,000,000, ITAS Rp 3,000,000, re-entry Rp 1,500,000. You must show at least USD 60,000 in annual income from a company established outside Indonesia, a contract with that company and three months of statements showing at least USD 2,000. Advertised processing: 5 working days; no sponsor is required.

Does the E33G visa exempt me from paying tax in Indonesia?

No. No tax exemption comes with the E33G: the 183-day tax-residency threshold applies whatever the visa, with an NPWP tax number and an annual return to plan for. The consultancy Emerhub even reckons that merely holding a KITAS can trigger tax residency, regardless of the number of days. The visa settles your right to stay, not your tax position.

Do you really need Rp 10 billion for an E28A investor KITAS?

Yes, according to the official page: proof of personally holding at least Rp 10,000,000,000 in shares of the sponsoring company registered with the BKPM — your stake, not the total capital. Consultancies add that you must sit on the board as a director or commissioner, and that the PT PMA must have existed for six months. Official fee: Rp 7,000,000 for one year, Rp 9,500,000 for two.

What is the difference between the E33 second-home visa and the E33F retirement visa?

The E33 grants up to 5 years in one go, 10 cumulative years maximum, for Rp 13,000,000, against a USD 130,000 deposit in a state-owned bank or a USD 1,000,000 property to be proven within 90 days, with no conventional sponsor. The E33F is annual, Rp 7,000,000 a year, with a sponsor and income of at least USD 3,000 a month. The age of 55 comes from the consultancies, not from the official page.

What are the ITK, ITAS and ITAP compared with the visa code?

The visa code (C1, E33G…) gets you in; the stay permit, or izin tinggal, lets you stay. The ITK is the visit stay, 30, 60 or 180 days depending on the visa, charged at Rp 500,000, Rp 2,000,000 or Rp 6,000,000 per application. The ITAS is the limited stay, the KITAS, which can be extended. The ITAP is the permanent stay, the KITAP, obtained after several years on an ITAS.

Is my old C312 or C317 KITAS still valid after the code change?

According to the consultancy xpnd, permits issued under the old indexes remain valid until their expiry date, and renewal is done under the corresponding new code: E23 for the former C312 (work), E31 for the former C317 (family), E33F for the former C319 (retirement), E28A for the former C313/C314 (investor). This correspondence is reported by the consultancies, no single official table having been found. Check the exact code on your new permit.
